Explosive materials and chemical precursors: Challenges for public safety in Honduras

Abstract

Addressing the problem of explosive materials and their chemical precursors represents a critical challenge for public safety and the legal framework in Honduras. This review article examines the current situation of these materials in the country: their definition, classification, and their impact on national security through violent incidents recorded in Honduras. A systematic review of academic literature, government reports, and national and international legal regulations was conducted, identifying the challenges faced by the authorities, especially regarding limited economic resources and insufficient trained personnel. While current legal regulations exist, significant gaps are evident in the inclusion of chemical precursors in the legislation. It is concluded that, to mitigate risks and strengthen security policies, an inter-institutional strengthening effort and an increase in national technical capacity are necessary, taking into account successful international models adapted to the Honduran context.
